While a pronuclear energy bill currently under consideration in the North Carolina General Assembly appears to stand a good chance of advancing to Gov. Roy Cooper’s desk, its chances of receiving his signature are less clear.

The legislation, S.B. 678, would replace the term “renewable energy” in state statutes with “clean energy” and specify that the new term includes both nuclear fission and fusion. In addition, the bill would eliminate language impeding the North Carolina Utilities Commission (NCUC) from issuing Certificates of Public Convenience and Necessity for nuclear facilities.

According to S.B. 678, “clean energy resource” includes solar, wind, hydropower, geothermal, biomass, “waste heat derived from a clean energy source and used to produce electricity or useful, measurable thermal energy at a retail electric customer’s facility,” and “nuclear energy resources, including an uprate to a nuclear energy facility, fusion energy, or hydrogen derived from a clean energy resource.”

Georgia Power has signed a proposed agreement with the Georgia Public Service Commission’s (PSC’s) Public Interest Advocacy (PIA) staff and several intervening parties on the total amount the utility should be allowed to recover from ratepayers for the remaining costs associated with the Vogtle-3 and -4 nuclear expansion project. If adopted by the commissioners, the agreement will resolve all issues of the project’s prudency review, according to an August 30 PSC news release.

Georgia Power has begun the process of loading fuel into the Vogtle plant’s Unit 4 reactor, the company announced yesterday, marking another pivotal milestone toward commercial operation of the second of the facility’s two new units.

The European Union agreed in July 2022 to include nuclear power in its taxonomy of environmentally sustainable economic activities. Yet as Columbia University senior research scholar Matt Bowen and research assistant Kat Guanio note in commentary published July 6 by Columbia University’s Center on Global Energy Policy, that policy decision remains “a bit of an outlier.” Despite nuclear energy’s anticipated role in achieving decarbonization, many climate finance taxonomies either explicitly exclude nuclear power or are discouragingly ambiguous.

At a joint press conference in the White House East Room last week, President Biden and U.K. Prime Minister Rishi Sunak—in Washington for two days of discussions with the president, members of Congress, and business leaders—debuted a new bilateral agreement dubbed the Atlantic Declaration for a Twenty-First Century U.S.-U.K. Economic Partnership.

Both current and advanced nuclear are among the clean energy sources that will be required to reach the Biden administration’s declared goal of a zero-carbon U.S. electricity sector by 2035, concludes a new report from the Department of Energy.

On the sidelines of the G7 summit in Hiroshima, Japan, over the weekend, the Biden administration and partners Japan, South Korea, and the United Arab Emirates announced a public-private commitment of up to $275 million to support the advancement of NuScale Power’s small modular reactor project in Romania.

Secretary of energy Jennifer Granholm recently discussed the future of clean energy with Christopher M. Matthews, the U.S. energy editor for the Wall Street Journal. The May 15 live Q&A focused on Granholm’s perspective on the Biden administration’s policies for decarbonization and energy security. Granholm, who mentioned nuclear briefly at beginning of her remarks, returned to the issue at the end of the half-hour interview. In her answer to Matthews’s question, she addressed nuclear industry incentives, safety and waste concerns, next-generation technologies, and fusion.

Fossil fuels? Matthews opened the discussion by noting President Biden’s signing of the Inflation Reduction Act (IRA) last year, allocating “billions of dollars in tax credits and federal loans to boost green energy, including electric vehicles, hydrogen production, and more.” He added, “At the same time, the administration has called on oil and gas producers to increase drilling to slow inflation and to tamp down energy prices.”

Charles Oppenheimer, the grandson of the “father of the atomic bomb,” wants us to save the world with nuclear fission. In “Nuclear Energy’s Moment Has Come,” published in Time last week, Oppenheimer discusses why the public should embrace nuclear energy as a bipartisan solution to the climate crisis.

Reports released this week point to a clean energy future fueled by atomic energy—if and when pressing supply chain issues can be resolved. Advanced Reactor Roadmap, Phase 1: North America, released on May 15 by the Electric Power Research Institute and the Nuclear Energy Institute, takes a broad look at the deployment of advanced fission reactors and identifies supply chain ramp-up as one key enabler. The Fusion Industry Supply Chain: Opportunities and Challenges, released by the Fusion Industry Association on May 17, focuses on fusion energy supply chain issues.

Purdue University and Duke Energy released an interim report on May 10 that documents the first year of an ongoing feasibility study, first announced in April 2022, that could help bring nuclear power to the state of Indiana. No technology has been selected and no decision to build a new nuclear plant has been made at Purdue University or elsewhere in the state, but in the Small Modular Reactor and Advanced Reactor Feasibility Study Interim Report the study participants conclude that “small modular reactors and advanced reactors are a viable option that warrant continued exploration to meet the future carbon-free energy needs of Purdue University and Duke Energy Indiana.”

Nuclear power is the single largest source of clean energy in the United States, but how can the value of “clean” be measured? Two recent reports by researchers at the Massachusetts Institute of Technology and Pacific Northwest National Laboratory, respectively, measured the clean energy benefits of nuclear energy in different ways: the benefits to human health from the air pollution avoided and the future economic value of avoided carbon emissions.

Two South Korean financial institutions—the Korea Trade Insurance Corporation (K-Sure) and the Export-Import Bank of Korea (KEXIM)—have signed pacts with Holtec International and Hyundai Engineering & Construction (a Hyundai Motor Group subsidiary) to provide support to Holtec’s SMR-160 projects around the world, the American firm announced on May 2.

Richard Meserve, who for more than two years chaired the National Academies of Sciences, Engineering, and Medicine (NASEM) Consensus Committee on Laying the Foundation for New and Advanced Nuclear Reactors in the United States, introduced its 300-page report on April 27 during a public briefing.

A civil nuclear fuel security agreement between the five nuclear leaders of the G7—announced on April 16 on the sidelines of the G7 Ministers’ Meeting on Climate, Energy and Environment in Sapporo, Japan—establishes cooperation between Canada, France, Japan, the United Kingdom, and the United States to flatten Russia’s influence in the global nuclear fuel supply chain.

Germany may have walked away from nuclear energy, but just across the border, Poland continues to stride confidently toward it.

After solidifying plans in February for deploying Westinghouse’s AP1000 reactors in Poland, Polskie Elektrownie Jądrowe (PEJ) on April 13 submitted an application to the Ministry of Climate and Environment for a decision-in-principle regarding the nation’s initial nuclear project—construction of an AP1000 plant at a site some 40 miles northwest of Gdansk, the capital of Poland’s Pomeranian province.

The National Association of Regulatory Utility Commissioners (NARUC) and National Association of State Energy Officials (NASEO) have announced the launch of the Advanced Nuclear State Collaborative (ANSC)—an effort to bring together utility regulators and energy officials from across the nation to “enhance collective understanding” of the regulatory and policy issues facing states contemplating the deployment of new nuclear generation.

As part of the run-up to the G7 Ministers’ Meeting on Climate, Energy, and Environment in Japan on April 15–16, U.K. energy security secretary Grant Shapps met in Seoul yesterday with South Korean trade, industry, and energy minister Chang-yang Lee to discuss closer collaboration on clean energy development and energy security.

The Department of Energy last week announced up to $450 million in funding from the Bipartisan Infrastructure Law to advance clean energy demonstration projects at current and former mine sites. The law, officially the Infrastructure Investment and Jobs Act, was signed by President Biden in November 2021.

Canada’s Bruce Power, operator of Ontario’s eight-unit Bruce nuclear power plant, has announced the issuance of C$600 million (about $446.3 million) in green bonds in support of the company’s net-zero-by-2027 goal. (Investopedia defines green bonds as fixed-income instruments specifically earmarked to raise money for environmentally friendly projects.)
